The marine layer off the Goleta Slough and Ellwood often holds past noon. Cooling supply runs sweat under those conditions. The damp collects at the boot behind the ceiling register. That is where duct mold starts in this area, not in the middle of a trunk line.

What the duct is made of decides the job. Sheet metal trunks in pre-1975 attic furnace systems can be brushed and vacuumed clean.
